Tano, a teenager currently serving a sentence in a juvenile reform center, is given a 48-hour leave to attend his brother's wedding. Together with his best friend Richi, Tano plans to enjoy his 48-hour pass to the limit, doing all the things he is normally prohibited from doing. He gets drunk, takes drugs, steals, has sex and hangs out with his buddies. He feels free and exerts that freedom with all the force and audacity of a teenager. By the end of his 48-hour pass, Tano has also witnessed the collapse of all the things he takes for granted in his life: the neighborhood, his family, friends and loved-ones - everything is somehow different for him. Some are picked up and brought back to prison, others escape to France, and among those escapees, one is telling this story in 1977, just before King Juan Carlos extended an amnesty to all 30 and they were released. It would seem that the Basque separatist movement was behind the 30 men, yet the reasons for their original incarceration are never made quite clear.

The family is rounded out by a mute, crippled daughter, a son away at military service, and Azarias, an uncle whose mental stability is in question. These individuals are contrasted with Señor Ivan who rules over them with a detached incomprehension that brands the family as not much different than the animals he hunts. The señor has no compunction about shooting Azarias's pet bird, or forcing Paco to continue with a bird hunt even though he has fallen and broken his leg. Given the insane behavior of the aristocratic Iván, the half-crazy Azarias might be the only one to get through to him on his own level.

Joshe is a student teacher who guides students in Ezkioga, a small town in the hill country where the removal of religious instruction has been met with outrage. Joshe is engaged to marry Edurne, but when he meets Usua, a girl who works at an inn in the village, he finds himself falling in love and has a hard time reconciling his feelings for the two women. Meanwhile, a number of local residents claim that they have seen the Virgin Mary, who has appeared to them and told them Spain must restore religion to its government before it is too late; among those who have witnessed the vision are both Edurne and Usua. In time, Edurne admits that what she saw was a product of mass hysteria and not a true religious vision, but Usua is not so easily convinced, and Joshe struggles to convince her to embrace logic rather than faith.

En Construccion focuses less on the practicalities of raising a building than the impact the project has on those who live in the neighborhood, including a teenage couple squatting in a nearby building, an illegal alien looking for work for himself and his son, and a neighborhood girl who becomes infatuated with one of the construction workers. The death of a stray cat and the discovery of a mass grave during construction also points to the tragic losses that are sometimes part and parcel of progress.
